On top of that, your Tax Rate Area adds the voter-approved bond debt for the agencies that serve it — the school district, community college, and sometimes fire or park districts. Across Sacramento County the total ad-valorem rate is typically about 1.1454%, but the exact mix depends on your Tax Rate Area. Mello-Roos, where it applies, is billed separately on top.

What is a Tax Rate Area (TRA)?

A Tax Rate Area is a geographic zone with a unique combination of overlapping taxing agencies. Two homes in the same city can sit in different TRAs and pay slightly different rates, because they fall under different school or special-district bonds. Your TRA number is printed on your county tax bill.

Is Mello-Roos included in these rates?

No. The rates here are ad-valorem only (a percentage of assessed value). Mello-Roos / Community Facilities District special taxes are flat, per-parcel charges billed separately, and apply only to parcels inside a district — common in newer subdivisions like parts of Elk Grove, Folsom, and Rancho Cordova.
