Orange County Property Tax Bill: What's On It and How to Pay
An Orange County, California property tax bill has two halves. The top half is the ad-valorem tax — the 1% Proposition 13 levy plus voter-approved bonds, about 1.0593% of assessed value in most of the county (the median Tax Rate Area rate in the 2025-26 rate book; the Board of Equalization's 2024-25 county average, quoted on the county page, is 1.064%). The bottom half is a list of direct assessments: flat charges from the sanitation district, vector control, water districts, cities, school districts and Mello-Roos districts that the county collects on the same bill. In fiscal 2026-27 the Auditor-Controller's roster has 256 such line items totaling $886 million. Below: what each kind of line is, which ones nearly every owner pays, and how to pay the bill without a fee.

The ad-valorem half: 1% plus your Tax Rate Area's bonds
Every parcel pays the 1% basic levy on its Proposition 13 assessed value (your purchase price, rising at most 2% a year). Below it the bill lists each voter-approved bond that applies to your Tax Rate Area — school districts, the community-college district, the Metropolitan Water District. Here is the stack for Irvine's most common Tax Rate Area (026007), as the Auditor publishes it:
| Line on the bill | Rate (% of assessed value) |
|---|---|
| BASIC LEVY-CO., CITY,SCHOOL, & DIST | 1.00000 |
| IRVINE USD SFID1-EL2016 SER 2016A | 0.01331 |
| IRVINE USD SFID1-EL2016 SER 2023D | 0.00710 |
| METRO WATER DIST-MWDOC- 1205999 | 0.00700 |
| IRVINE USD SFID1-EL2016 SER 2018B | 0.00389 |
| IRVINE USD SFID1-EL2016 SER 2021C | 0.00304 |
| Total ad-valorem rate | 1.03434% |
Orange County's ad-valorem rates are among the lowest in California: the county median is 1.0593% and most parcels fall between 1.0084% and 1.1363%. The fixed charges: what's on nearly every Orange County bill
Direct assessments are flat dollar amounts, not percentages, so they are the same whether your home is assessed at $300,000 or $3 million. Three of them reach almost every parcel in the county: the two vector-control charges (about $12.09 together) and a Metropolitan Water District standby charge (about $9–$12, depending on your water agency). The one that matters for your wallet is the OC San regional sewer fee: about 512,641 parcels pay it, at roughly $447 to $798 a year by service area, $369 million in all. The ten line items that reach the most parcels in 2026-27:
| Charge (agency) | Parcels billed | Average per parcel | Total levy |
|---|---|---|---|
| Vector control charge (OC Mosquito and Vector Control District) | 825,306 | $1.92 | $1.6 million |
| Mosquito and fire-ant assessment (OC Vector Control) | 825,298 | $10.17 | $8.4 million |
| Metropolitan Water District standby charge (MWD-MWDOC REMAINDER AREA) | 585,102 | $11.25 | $6.6 million |
| OC San regional sewer fee (Orange County Sanitation District) | 181,377 | $675.78 | $123 million |
| OC San regional sewer fee (Orange County Sanitation District) | 153,868 | $792.84 | $122 million |
| Metropolitan Water District standby charge (MWD-MWDOC WAS CMWD ORIG A) | 82,753 | $12.28 | $1.0 million |
| Landscape and lighting district No. 1 (City of Irvine) | 81,803 | $205.90 | $16.8 million |
| Irvine Unified School District assessment | 69,250 | $111.95 | $7.8 million |
| Metropolitan Water District standby charge (METRO WATER DIST-ANAHEIM) | 65,488 | $9.15 | $0.6 million |
| Metropolitan Water District standby charge (METRO WATER DIST-SANTA AN) | 52,585 | $9.80 | $0.5 million |
City charges vary by where you live: Irvine's landscape-and-lighting district, for example, bills 81,803 parcels about $205.90 this year (up from $182.41 in 2025-26), and several cities and sanitary districts collect trash fees on the tax bill. The full 256-line roster, searchable by charge name, is in the bill-charge decoder; the agency's phone number is printed next to each line on your bill, and the Treasurer-Tax Collector's TaxMap tool shows every charge on a parcel.
Mello-Roos on Orange County bills
Mello-Roos (Community Facilities District) special taxes are the direct assessments that can rival the ad-valorem tax itself. In 2026-27 the roster carries 107 Mello-Roos lines on about 97,167 parcels, $280 million in total — concentrated in Irvine (Irvine Unified's district alone bills 14,176 parcels an average of $2,614), Ladera Ranch (Capistrano Unified and County of Orange districts), Rancho Mission Viejo (County of Orange districts for Esencia and Rienda), Tustin Ranch (Tustin Unified) and Talega in San Clemente (Santa Margarita Water District). Many of the county's older cities have few or none. A Mello-Roos line names the district and its tax-year amount; the district's phone number is beside it.

Due dates, penalties and the no-bill rule
- Bills mail in late September or early October. The 2025-26 bills — more than 886,000, $9.7 billion — were mailed and posted online on October 9, 2025.
- First installment: due November 1, delinquent after December 10 (10% penalty).
- Second installment: due February 1, delinquent after April 10 (10% penalty plus a $23 cost). When a deadline falls on a weekend or holiday it moves to the next business day.
- Unpaid on July 1 the taxes become defaulted and accrue 1.5% a month (R&T Code §4103) plus a redemption fee until paid.
- No bill is no excuse. Revenue and Taxation Code §2610.5: not receiving a bill does not relieve you of payment or penalties. If nothing has arrived by November 1, print a duplicate online or call (714) 834-3411.
- Impounded? Owners whose lender pays from escrow get a sealed informational postcard, not the bill. Supplemental bills are generally not covered by the impound account, so pay those yourself.
The statewide schedule, penalty math and what to do if you miss a date are on the California property tax due-dates calendar; a bill after buying or building is explained on supplemental property tax.
Frequently Asked Questions
When are Orange County property tax bills mailed?
The Treasurer-Tax Collector mails the annual secured bills in late September or early October — the fiscal 2025-26 bills (886,000-plus of them, $9.7 billion) were mailed and posted online on October 9, 2025. The first installment is due November 1 and the second February 1. If your bill has not arrived by November 1, print a duplicate at TaxBill.octreasurer.gov or call (714) 834-3411; not receiving a bill does not excuse a late payment.
How do I pay my Orange County property tax bill online?
Go to TaxBill.octreasurer.gov, look up the parcel by address or parcel number, and pay by eCheck (free, same-day credit until 11:59 p.m. Pacific, emailed receipt), by credit or debit card (2.25% service fee, $1.50 minimum, kept by the processor), or with Google Pay or Apple Pay. Installments of $25,000 or more must be paid electronically.
Is there a fee to pay Orange County property tax with a credit card?
Yes — a blended 2.25% service fee with a $1.50 minimum on credit and debit cards, none of which goes to the county. On a $5,000 installment that is $112.50. Paying by eCheck from a bank account is free, so most owners should use eCheck.
What is the sewer fee on my Orange County property tax bill?
The "OC San regional sewer fee" is the Orange County Sanitation District's annual wastewater charge, collected on the tax bill instead of a separate utility bill. In 2026-27 it appears on about 512,641 parcels at roughly $447 to $798 a parcel depending on the service area, and it is the largest non-Mello-Roos fixed charge most Orange County owners pay.
Why is my Orange County bill higher than my neighbor's?
Three reasons, in order of size: a different Proposition 13 assessed value (you bought later or paid more), Mello-Roos or other direct assessments that attach to your parcel but not theirs (common in Irvine, Ladera Ranch, Rancho Mission Viejo, Tustin Ranch and Talega), and a different Tax Rate Area with different school or water-district bonds. Compare the itemized lines on both bills — the ad-valorem rate itself rarely differs by more than a few hundredths of a percent within a city.
What if I never received my Orange County property tax bill?
Under Revenue and Taxation Code section 2610.5, failure to receive a bill does not relieve you of the tax or the 10% penalty. If nothing has arrived by November 1, print a duplicate at TaxBill.octreasurer.gov or call (714) 834-3411. Owners whose lender impounds taxes get a sealed informational postcard instead of a full bill — and supplemental bills are generally not paid by the impound account, so those come to you.
Where do I mail an Orange County property tax payment?
County of Orange, Attn: Treasurer-Tax Collector, P.O. Box 1438, Santa Ana, CA 92702-1438. A U.S. Postal Service postmark on or before the delinquency date counts as on time (Revenue and Taxation Code section 2512); an office postage-meter mark does not. You can also pay in person or by check in the 24-hour drop box at 601 N. Ross St., Santa Ana (no cash in the drop box).
